生平
早年畢業於北京鋼鐵學院冶金機械系，後在北方交通大學攻讀碩士。歷任北京市工商聯會長、北京市政協副主席。2003年，任北京市人民政府副市長。2008年，任全國人大法律委員會副主任[1]。
