1944年1月，冀魯邊區和清河區組成渤海行政區，共有六個專區。1949年6月，四專署更名為墾利專署[1]，墾利專區由此成立。轄區在今山東省北部、轄陽信、惠民、利津、海濱、無棣、濱縣、墾利、霑化、蒲台等縣。專員公署駐陽信縣、1950年改名惠民專區，專署遷駐惠民縣。
