周秋琦（1955年5月—），福建寧德人，中華人民共和國政治人物。[1]
周秋琦出生於福建省寧德縣（今寧德市蕉城區）。1976年4月加入中國共產黨，1978年12月參加工作，曾任中共霞浦縣委常委等職，1998年8月接替林鴻擔任福建省柘榮縣人民政府縣長、縣委副書記，2003年8月升任中共柘榮縣委書記[2]，2007年3月起任寧德市政府黨組成員、副市長，2015年7月因離休辭去副市長職務[1]。後擔任寧德市計生協會會長。[3]
