隋朝開皇六年（586年）析館陶縣地置，治所在今山東省冠縣北。屬武陽郡。唐朝初年，屬毛州，後屬魏州。北宋時，屬大名府，金朝不改。元朝初年，屬東平路，至元六年（1269年）升為冠州。
