生平
何平出生於西充縣扶君鄉會龍觀村鳳凰壩，1976年從西充中學畢業後加入中國人民解放軍。曾任成都軍區政治部保衛部部長，陸軍第十四集團軍31師政委。2008年任陸軍第十四集團軍政治部主任。2011年任陸軍第十四集團軍副政委。2013年任成都軍區政治部副主任、成都軍區聯勤部政委。2014年7月任中國人民解放軍總參謀部情報部政委[1][2]。
2016年任西部戰區副政委兼政治工作部主任[1][3]。2017年8月任東部戰區政委[4]。
2009年晉升少將軍銜。2017年7月，晉升中將軍銜。2019年12月，晉升上將軍銜。是中共十九大代表、十九屆中央委員[1]。
