于來山（1952年12月—），湖南益陽人。男，漢族。1976年8月參加工作，1972年1月加入中國共產黨。中共中央黨校研究生學歷。
1974年9月，在湖南省第一師範學校政文專業學習。1976年8月，任益陽縣文教局幹部。1977年10月，任益陽縣張家塞公社幹部。1978年8月，任中共益陽縣張家塞公社黨委委員。1979年6月，任中共益陽縣張家塞公社黨委副書記。1982年9月，任中共益陽縣沙頭區委副書記。1983年11月，任中共益陽縣委副書記。1990年1月，任中共益陽縣委副書記、縣長。1991年2月，任中共益陽縣委書記。
1993年9月，任湖南省農業廳副廳長、黨組成員。1997年1月，任湖南省農業廳副廳長、黨組副書記。1998年3月，任湖南省農業廳廳長、黨組書記。
2000年1月，任中共岳陽市委書記。
2004年5月，任中共湖南省委常委、省委秘書長、省委辦公廳主任。2008年10月，任中共湖南省委常委、湖南省人民政府常務副省長、黨組副書記[1]。2011年11月至2013年1月，任湖南省人民政府常務副省長、黨組副書記。2013年1月，任湖南省人大常委會副主任、黨組副書記[2]。2015年7月，任湖南省人大常委會副主任、黨組書記。2016年3月，辭去湖南省人大常委會副主任職務[3]。
