烏傑（1935年12月—），男，內蒙古呼和浩特人，中華人民共和國政治人物。烏蘭夫之子。首次提出並確立了鄧小平思想的科學體系[1]。
生平
1946年參加工作。1954年至1960年，留學於蘇聯列寧格勒化工學院工程物理系，專業為工程物理。1960年至1980年，分別在二機部、內蒙古、中科院工作。1980年至1982年，在美國進修管理科學。1983年後，任赤峰市副市長、包頭市市長[2]。1989年9月至1993年1月，擔任山西省副省長。1993年，任國家體改委副主任，第八屆全國人大代表[3]。
