胡悅（1954年5月—2022年2月3日[1]），陝西省銅川市耀縣人。1972年5月加入中國共產黨。西北大學物理系激光專業畢業，中共中央黨校經濟管理專業在職研究生學歷。早年曆任中共陝西省委組織部副處長，省委辦公廳副處級秘書、正處級秘書、副主任，省委副秘書長。
1998年3月至2000年2月，任漢中市委副書記、市長，2000年2月至2002年12月任漢中市委書記。2002年12月任省委統戰部部長、2003年1月當選省政協副主席，2008年1月至2012年5月任中共陝西省委常委、省委宣傳部部長。2012年1月16日當選陝西省人大常委會副主任、黨組副書記[2]，2016年2月15日兼任黨組書記[3]。2018年1月30日退休。
