前777年，秦莊公的次子秦襄公即位，當時西戎勢力已經達到周朝的統治中心。秦襄公將妹妹繆嬴嫁給了居於周人故地豐邑附近的戎人首領豐王。前771年，犬戎克鎬京，西周滅亡。次年，周平王以秦襄公為正式諸侯。
