生平
1974年5月參加工作。1996年3月，任甘肅工業大學黨委副書記、副校長；1999年5月任校長。2002年9月，甘肅工業大學改名為蘭州理工大學，王智平出任黨委書記。2008年，當選第十一屆全國政協委員[1]，代表教育界，分入第四十一組。[2] 2012年8月，任甘肅省高校工委書記、甘肅省教育廳黨組副書記、副廳長；2015年6月兼任甘肅省教育考試院院長。2016年1月，任政協甘肅省委員會科教文衛體委員會副主任（正廳長級）。
