潘琦（1963年4月—），漢族，江蘇鹽城人，中華人民共和國企業家、政治人物，中國民主建國會中央委員、廣西壯族自治區委副主委、廣西銀河集團有限公司董事長。第十一屆全國政協委員。
生平
1982年至1988年，潘琦就讀於南京大學經濟管理系，先後獲得學士與碩士學位。1991年畢業於西南財經大學，獲博士學位。
2008年，當選第十一屆全國政協委員[1]，代表中國民主建國會，分入第八組。[2]
2011年被證監會處以10年證券市場禁入措施。
