天寶元年（742年）改泉州置，治所在晉江縣（今福建省泉州市），得名於仙遊縣的古稱清源縣。轄境相當今福建省晉江和木蘭溪流域澎湖地區及廈門、金門等市縣。下轄晉江縣（今福建省泉州市鯉城區）、莆田縣（今福建省莆田市荔城區）、仙遊縣（今福建省仙遊縣鯉城鎮）、南安縣。乾元元年（758年），天下改郡為州，復為泉州。
