隋朝開皇十六年（596年）析安德縣置，治所在今山東省德州市陵城區西北，屬平原郡。唐朝時，屬德州。北宋景祐元年（1034年）徙治長河鎮（今山東省德州市）。屬永靜軍。金朝時，屬景州。元憲宗三年（1253年）升為陵州。元朝至元二年（1265年）復為縣，三年又改為陵州。
