1980年，冷湖工廠是亞伯達省僅有的兩家在建油砂工廠之一。^[4]儘管沒有像最初設想的那樣快速和廣泛地開發，冷湖的帝國石油工廠成為1980年代亞伯達省最大的就地油砂項目。到1991年，其石油日產量達到9萬桶。^[6]
