監管之人誰監管？

"Quis custodiet ipsos custodes?"是一句拉丁文諺語，通常被認為出自古羅馬詩人尤維納利斯的諷刺作品《Satire VI》段落 347章8節，直譯作「誰來監督監督者？」或「誰來把守守衛者？」，通譯作「監管之人誰監管？」^[1] 。在現代的用法中，它的出現經常伴隨有柏拉圖政治哲學或者政治腐敗等的問題，但是現在沒有已知連接到柏拉圖或者政治理論的原始來源。

原文

這句話通常是以拉丁語來引述，原文來自1至2世紀羅馬諷刺作家尤維納利斯的諷刺詩集（英語：Satires of Juvenal）。然而，這句話具有普遍的現代用法，時常運用於例如暴虐專政、失控的壓迫性獨裁以及警察或司法的腐敗和逾矩等的場合。在尤維納利斯原詩內容中，是指當執法人員（custodes）腐敗時，對婦女實施道德行為是不可能的（亦即可能也會對婦女實施不道德的行為）（《Satire》6（英語：Satire VI）.346–348）：

英語： I hear always the admonishment of my friends: "Bolt her in, constrain her!" But who will guard the guardians? The wife plans ahead and begins with them.

中文： 我總是聽到朋友訓誡道： 「關起她，綁起她！」但誰來防衛 衛兵？夫人計劃同他們一起開始。

然而，現代的校訂者將這三行文字看作是後人插入到原文中的添寫（英語：Interpolation (manuscripts)）。1899年一個牛津大學E.O. Winstedt（英語：E.O. Winstedt）的本科生發現一份含有據信是曾被從尤維納利斯詩作的其他文字中刪去34行文字的手稿（現在被稱為O，牛津（Oxoniensis）的O）。^[2]針對這份手稿的爭論一直在持續中，但即使這首詩不是出自尤維納利斯，因為原句相同，也依然是保留了句子「Quis custodiet ipsos custodes？」的原始內容。^[3]如果是這樣，原始的內容如下（O 29-33）：

拉丁語： … noui consilia et ueteres quaecumque monetis amici, "pone seram, cohibes." sed quis custodiet ipsos— custodes? qui nunc lasciuae furta puellae hac mercede silent crimen commune tacetur.

英語： … I know the plan that my friends always advise me to adopt: "Bolt her in, constrain her!" But who can watch the watchmen? They keep quiet about the girl's secrets and get her as their payment; everyone hushes it up.

中文： … 我知道 那個我朋友一直建議我去採納的計劃： 「把她關起來，把她綁起來！」但是誰能看守 看守者？他們對女孩的秘密保持沉默， 以得到她作為給他們的報答，每個人都保持沉默。

歷史

這段引文常被^[4]訛傳為出自柏拉圖的《理想國》。然而，在《理想國》中沒有與之相同或者意思相近的句子。這句諺語通常引用於「如何確保被委託監視着國家利益的人，能忠實履行其職責」等方面的問題。在理想國中，一個公認的完美的社會是由蘇格拉底式對話（英語：Socratic dialogue）中的主角蘇格拉底所描繪出來的。蘇格拉底提出一種監護人階級（哲人王）來保護這個社會，《諷刺詩集》中的」custodes「（守望者），往往與被理解為柏拉圖式的監護人（希臘語：phylakes）並存。

蘇格拉底對這個問題的答案是：在本質上，監護者通過欺騙來使監護者本身來自我防護，這種欺騙在英文中常稱「高貴的謊言（英語：noble lie）」。^[5] 2007年里奧尼德·赫維克茲在他獲得諾貝爾經濟學獎時的演講時指出，蘇格拉底在《理想國》中的對話者之一格老孔（英語：Glaucon）甚至曾說過「守衛者（意指衛隊）竟應該需要守衛（意指針對衛隊的哨兵），這太荒唐了！」^[6]

現代引用

在美國作家丹·布朗的首部出版小說《數位密碼》中，故事關鍵人物丹角苑正所帶的戒指上刻有此句。
