在F7F之前,格魯曼曾研發過兩款「護航戰鬥機」,XP-50(英語:Grumman XP-50)以及後繼的XP-65。不過在1943年,因為F7F的原型機更受青睞,XP-65項目最終下馬[1]。F7F原型機的設計合約於1941年6月30日簽定,格魯曼志在將這種戰鬥機設計成比當時所有戰鬥機表現更優秀、火力更強的型號。同時,格魯曼也預備讓這種戰鬥機具有一定的對地攻擊能力[2]。F7F的武裝由四門20毫米機炮以及四挺12.7毫米機槍組成,同時在機身以及翼下設置了航空炸彈和魚雷的掛載點。該機機動性的表現同樣符合設計方的預期,是當時機動性最好的活塞戰鬥機之一。在海平面,虎貓的最高時速比F6F地獄貓快大約71英里每小時(114公里每小時)[3]美國海軍首席試飛員弗雷德里克·M·特拉普內爾(英語:Frederick M. Trapnell)曾評論道:「這(指F7F虎貓)是我飛過最棒的戰鬥機。」[4]。F7F最初計劃命名為「雄貓」(Tomcat),但被美國海軍航空署(英語:Bureau of Aeronautics)以該名暗示性過強為由駁回,改用現名。25年後,「雄貓」被格魯曼公司用在了新型F-14戰鬥機上。[5]
