袁啟彤（1932年5月—2023年3月9日），江蘇省鎮江市人，中華人民共和國政治人物。
袁啟彤1953年2月加入中國共產黨[1]，歷任中共福建三明市委書記，中共福州市委書記兼市人大常委會主任，1984年3月至7月曾任福州市代市長。1985年，擔任中共福建省委常委。1990年，升任福建省委副書記。1993年，擔任福建省第八屆人大常委會副主任、代理主任。[2]1997年，第九屆人大常委會主任[3][4]，2005年3月起離職休養。
2023年3月9日13時30分在福州逝世。
