蔣效愚（1948年4月—），北京市人，北京師範學院政教專業畢業，大學學歷，法學學士，教授。第十一屆全國政協委員。
歷任北京師範學院團委書記，共青團北京市委副書記，北京青年政治學院常務副院長，北京市委宣傳部副部長、北京市文化局長，北京市朝陽區委書記，中共北京市委常委、宣傳部長，第29屆奧林匹克運動會組織委員會副主席兼新聞宣傳部部長等職。2008年，當選第十一屆全國政協委員[1]，代表體育界，分入第四十三組。並擔任教科文衛體委員會副主任。[2]
