北魏太平真君七年（446年）置，治所在今山西省忻州市西北，宣武帝時移治九原城（今山西省忻州市）。轄境相當於今山西省淖沱河、牧馬河流域。北周大象元年（579年）移治廣武縣（今代縣西南）。隋朝開皇五年（585年）改為代州。
