網路控制程式（英語：Network Control Program，縮寫為NCP）是設置在現代網際網路的前身ARPANET內，於作為主機的電腦上運行的中間層協議棧。其中網路控制程式發展於傳輸控制協議前，功能類似於ARPANET早期的傳輸層協議。同時網路控制程式是單工通信協議，也就是說必須在兩處設立TCP/UDP埠才能夠進行雙向通訊。
