遼朝設置清州，開始設置的時間和治所不詳。治所大體今吉林省農安縣附近。為刺史州，號為建寧軍刺史。和益州、雍州、安遠州懷義軍、威州武寧軍，都是龍州黃龍府的支郡。遼朝末年，已經廢除清州。
