西漢元鼎六年（前111年）置，治所在今四川省漢源縣西北九襄鎮。以地接旄牛（一作氂牛）種羌族得名。先屬沈黎郡，後屬蜀郡。東晉永和中廢。南朝宋復置，不久又廢。
