文海英（1950年6月—），女，漢族，黑龍江雙城人，中華人民共和國政治人物。北京經濟學院勞動經濟系勞動經濟專業畢業，中共中央黨校在職研究生學歷。
生平
1985年加入中國共產黨。歷任國家計委副處長，人事部處長、副主任、副司長、規劃財務司司長、部黨組成員、辦公廳主任等職。2002年11月出任安徽省人民政府副省長。2010年當選安徽省人大常委會副主任[1]。
