張啟生（1954年4月—），河南林州人。男，漢族。1972年6月參加工作，1981年8月加入中國共產黨。中共中央黨校研究生學歷[1]。
1991年8月，任中共河南省內黃縣委副書記。1991年11月，任河南省安陽市紀委副書記。1995年5月，任中共安陽市委常委、宣傳部部長。2001年1月，任中共安陽市委常委、市紀委書記。2001年9月，任中共安陽市委副書記、紀委書記。2006年2月，任河南省國土資源廳廳長、黨組書記。2013年1月，任河南省人大常委會秘書長、常委會黨組成員，省國土資源廳廳長、黨組書記。2013年3月，任河南省人大常委會秘書長、常委會黨組成員、機關黨組書記[2]。
2014年12月4日，河南省第十二屆人大常委會第十一次會議補選為第十二屆全國人民代表大會代表[3]。
2017年1月，不再擔任河南省人大常委會秘書長[4]。
