張值恆（1970年2月—），湖南新化人。男，漢族。1991年7月參加工作，1991年1月加入中國共產黨。長沙理工大學畢業，北京大學在職研究生學歷，碩士學位。中華人民共和國政治人物。
生平
歷任共青團婁底市委書記，共青團湖南省委副書記、黨組成員、黨組副書記等職。2007年8月，當選湖南省青年聯合會主席[1]。2009年3月，任共青團湖南省委書記[2]。2012年3月，任中共長沙市委副書記[3]。2013年3月，任湖南省旅遊局局長、黨組書記。2015年8月，任湖南省人民政府副秘書長[4]。2016年12月，任中共益陽市委副書記、市長[5]。2021年8月，湖南省人民政府任命張值恆為中共湖南省委組織部副部長、省公務員局局長[6]。
