宋德敏（1930年4月—2021年5月13日），吉林東豐人。中華人民共和國政治人物。
早年畢業於中國人民大學，後留校任教。1971年至1976年，任北京師範學院政治組負責人兼組織組負責人。1976年至1978年，改任北京市體育運動委員會政治部副主任兼組織處處長。1978年至1983年，任政協全國委員會工作組辦公室主任。1983年後，任全國政協副秘書長、代秘書長、秘書長[1][2][3]。
2021年5月13日於北京逝世。[4]
