生平
1970年10月加入中國共產黨。歷任共青團河南省委副書記、書記，中共許昌市委副書記，三門峽市委副書記、代市長、市長，許昌市委書記[1]，2000年11月當選中共河南省委常委，省委宣傳部部長[2]，2006年12月再兼任河南省人民政府副省長[3]。2012年1月5日，辭去副省長職位[4]。同月12日，河南省政協十屆五次會議在河南省人民會堂舉行第三次全體會議，補選孔玉芳為政協第十屆河南省委員會副主席[5][6][7]。後擔任中國老年大學協會副會長[8]。
