生平
葉爾衡畢業於日本早稻田大學政治經濟科。歷任郎中、甘肅提法使。[1]
中華民國成立後，他歷任甘肅內務司長、甘肅財政廳長、福建高等審判廳廳長、四川高等審判廳廳長、甘涼道道尹、蘭山道道尹、平政院評事等職。[1]
