生平
1978年11月參加工作。1984年11月加入中國共產黨。1993年2月，擔任中共松原市委組織部副部長。1999年3月，任松原市人民政府市長助理。2001年3月，任中共白山市委常委、組織部部長。2005年4月，任中共白山市委副書記。2006年8月，任白山市人民政府副市長、代市長。2007年1月，任白山市市長。2008年，當選第十一屆全國人大代表[1]。2008年5月，任四平市人民政府代市長，並於12月正式當選。2010年4月，任中共四平市委書記[2]。2015年11月，任吉林省人民政府秘書長兼辦公廳主任[3][4]。
2017年6月12日，中紀委網站宣布，劉喜傑涉嫌嚴重違紀，接受組織審查。2018年12月，劉喜傑因受賄罪被長春市中院判處有期徒刑十一年六個月，並處罰金一百萬元[5]。
