孫吳時，於湖城屬於丹陽縣，是督農校尉的治所。西晉太康二年（281年），分設於湖縣，屬於丹陽郡。東晉太寧元年（323年），王敦從武昌移鎮姑孰，屯守於湖縣。之後在於湖縣僑置淮南郡。劉宋、南齊、南梁、南陳沿置，隋朝滅南陳，廢淮南郡，於湖縣省入當塗縣。
