遼國初年以渤海人降戶設置東州，《遼史·聖宗紀》：太平六年（1026年），以參知政事吳叔達責授將作少監，出為東州刺史。《契丹國志》也有東州，為遼國刺史州之一，東州不轄縣，治所不詳，遼朝末年東州已經被廢除。
