郭德成（1961年5月—），安徽舒城人，1983年7月參加工作，1985年5月加入中國共產黨，中華人民共和國地方政治人物。
1983年7月，畢業於阜陽師範學院中文系漢語言文學專業。歷任潁上一中教師，潁上縣委辦公室機要員，阜陽地委辦公室秘書科科員、副科秘書、副科長、正科秘書、科長，阜陽地委辦公室副縣級秘書。1993年5月，調任安徽省委辦公廳綜合處秘書（副處級）。1995年3月，任安徽省委辦公廳綜合處副處長。1995年11月，任安徽省委辦公廳綜合調研室副主任。1998年8月，任安徽省委辦公廳綜合調研室主任。2001年9月，任安徽省委辦公廳督查室第一副主任（正處級）。2003年6月，任安徽省委黨史研究室副主任。2008年12月，任安徽省直工委副書記。2017年12月，擔任安徽省地方志辦公室黨組書記、主任。[1]
