流動互聯網是指基於手機瀏覽器以及手機應用程序的萬維網服務，人們可通過能訪問蜂窩網絡或其他無線網絡的智能手機或功能型手機等手持移動設備使用流動互聯網服務。

歷史與發展
早期人們通過能連上固網電信的手提式電腦和台式計算機訪問萬維網。 自2007年以來，隨着大型多點觸控智能手機的興起，以及自2010年多點觸控平板電腦的興起，2010年初，國際電信聯盟表示，在未來五年內，流動互聯網的用戶可能會超過互聯網用戶。 [1] 2014年1月，美國的移動互聯網用戶就超過了桌面互聯網用戶。[2]與前幾代移動設備相比，通過智能手機和平板電腦接觸到的流動互聯網體驗更好。[3]
