戰國時為魏國都城大梁。因大梁城北的人工溝渠名為浚水或浚儀渠，故稱大梁為浚儀。前225年，秦國將軍王賁攻破大梁，魏國滅亡。秦國在此地置浚儀縣。西漢時，治所在今河南省開封市，屬陳留郡。北朝、隋朝、唐朝為陳留郡、梁州、汴州治所。五代、北宋與開封縣同為開封府治所。北宋大中祥符三年（1010年），改名祥符縣。
