指揮與管制

指揮控制（Command and control）指某組織或企業為實現其目標，「藉助人力、物力及信息資源解決問題並完成任務的一系列組織和技術上的屬性及過程」^[1][2]。該說法常用於軍事體系。

1999年左右發行的《美國陸軍野戰手冊3-0》版本將軍事組織中的指揮控制定義為在完成任務過程中，由適當指定的指揮官對指定和附屬部隊行使權力和指揮^[3][4]。

1988年北約的定義是，指揮控制是指由適當指定的個人對分配的資源行使權力和指揮，以實現共同目標^[5]。
