生平
1983年畢業於湖北財經學院計劃統計系國民經濟計劃專業，後擔任中南財經大學計統系計劃教研室教師，1988年取得中南財經大學計統系國民經濟計劃與管理專業經濟學碩士學位。1991年6月加入中國共產黨。1992年獲得中國人民大學國民經濟計劃與管理專業經濟學博士學位。
1992年7月進入財政部工作，歷任綜合計劃司工資處幹部、主任科員、綜合與改革司收入分配政策處副處長、處長（1996年8月至1997年8月掛職任許昌市市長助理）、綜合與改革司經濟分析與長期計劃處處長、綜合司綜合處處長、政策規劃司副司長、綜合司副司長、幹部教育中心主任（正司長級）、綜合司司長（2008年9月至2008年11月在中央黨校地廳級進修班學習）。
2009年1月，任財政部辦公廳主任。2014年8月，任財政部部長助理、黨組成員。
