生平
卞晉平是中國共產黨黨員。1970年5月參加工作。1970年5月到1976年10月，在山西省運城地區報社工作。1976年11月到1982年2月，為山西大學政治系學生、教師。1982年2月到1984年12月，為中共中央黨校理論部碩士研究生，獲法學碩士學位。1984年12月到1990年5月，任全國政協研究室理論處副處長、秘書局辦公室主任。1990年5月到1994年4月，任全國政協研究室副主任兼全國政協幹部培訓中心副主任。1994年4月到1995年4月，任人民政協報社總編輯。1995年4月到2002年8月，任全國政協研究室主任兼新聞辦公室主任。2002年8月到2006年2月，任全國政協辦公廳研究室主任（副部長級）、全國政協機關黨組成員。2006年3月到2008年10月，任全國政協副秘書長、全國政協機關黨組成員。2008年10月起，任全國政協文史和學習委員會副主任（駐會）。他是第十屆、十一屆、十二屆全國政協委員，第十屆、十一屆全國政協副秘書長[1][2][3]。
