劉沈揚（1951年—），安徽人。1967年加入中國人民解放軍。曾任濟南軍區副司令員，中將軍銜。
曾在中國人民解放軍軍事學院、俄羅斯總參謀部軍事學院、德國國防軍指揮學院、國防科技大學等校學習、進修。曾任某集團軍司令部作訓參謀、裝甲兵處長，總參謀部裝甲兵部作訓處副處長、兵種部作訓局副局長、裝甲兵局局長等，後長期在南京軍區任職。曾任第31集團軍副軍長。2003年，任南京軍區裝備部部長。2006年，任福建省軍區司令員。2009年，任濟南軍區副司令員，接替退役的原副司令員葉愛群中將[1]。
2010年7月，晉升為中將軍銜[2]。2014年12月，到齡退役。
