言論自由（英語：Freedom of speech），一種基本人權，指公民可以按照个人意願表達意見和想法的法定政治權利，這些意見表達不用受任何人事前的審查及限制，也無需擔心後來受到政府或他人以行為報復。它通常被理解為充分表達意見的自由，當中包括以任何方式尋找、接收及傳播資訊或者思想的實際行為。有時也被稱為意涵更廣泛的表達自由。
