雷其达为增贡。署闽县知县。光绪二年（1876年）任嘉义县知县。光绪十二年（1886年）接替刘勋担任台湾府知府。光绪十八年（1892年），因与台湾布政使沈应奎为姻亲，回避调任福建漳州知府。
