亚瑟·菲利普（英语：Arthur Phillip；1738年10月11日—1814年8月31日），英国海军上将。生于英格兰富勒姆，曾参加过七年战争、西葡战争（1776－1777年）和美国独立战争。之后被派往澳大利亚新南威尔士建立罪犯流放地。他率领的第一舰队于1788年到达新南威尔士，挑选悉尼建立一个殖民点。后任第一任新南威尔士总督。1792年返回英国。1814年在巴斯逝世，时年75岁。
