罗以德，CMG，CVO（George Peter Lloyd，1926年9月23日—2007年6月18日），英国殖民地官员，历任塞舌尔辅政司、斐济布政司。1971年来到香港任防卫司。1973年6月，香港政府根据《麦健时报告书》，新设保安司一职，由罗以德署任。[1]1974年至1981年任百慕达副总督。1982年任开曼群岛总督，至1987年退休。[2]
