特别保护区 （英语：Special Protection Area；简称SPA）是一个根据欧盟《鸟类指令》而设立的保护区。指令下，欧盟各成员国有义务保护侯鸟的栖息地和保护受威胁鸟类。特别保护区与特别保育区在欧盟境内组成一个自然保护区网络，名为Natura 2000。每个保护区均有其识别码，例如北诺福克海岸特别保护区的代码为UK9009031[1]。
