张廷琰为贡生出身。雍正二年（1724年）任福建福清县知县，被革职。雍正五年（1727年）担任台湾府台湾县知县。翌年，他遭福建总督高其悼弹劾“办理诸事拘谨执泥，展布不开，不胜台湾县之任”，又遭革职。
