刘开明（前1世纪？—6年），汉宣帝曾孙，东平思王刘宇之孙，东平炀王刘云的儿子。
刘云在汉哀帝时，犯了诅咒哀帝的嫌疑，建平元年（前4年），刘云被迫自杀，东平国除。元始元年（公元1年），汉平帝恢复东平国，以刘云的儿子刘开明为东平王。居摄元年（6年），刘开明去世，没有儿子。以兄弟严乡侯刘信的儿子刘匡为嗣。
