1981年12月14日，为在一个地区内公社不重名，经达县地区行署批准，罐子人民公社管委会改为风洞人民公社管委会。1984年1月，根据中共中央体制改革要求，县委又决定撤销风洞人民公社管委会，建立风洞乡人民政府。1994年并入八耳镇。
