新都市主义

新都市主义（英语：New urbanism）是一种城市设计的理念，该理念希望建设可以容纳各种不同住房和工作岗位的步行社区，并改善环境^[1]。新都市主义起源于20世纪80年代初的美国，并逐渐影响了地产开发、城市规划和市政土地利用战略的许多方面。

新都市主义强烈地受到二战前的主流城市设计实践影响，当时城市设计并不以汽车为主体。它包含十个基本原则，如传统邻里社区设计（traditional neighborhood design, TND）和公共交通导向型开发（Transit Oriented Development, TOD）^[2]。这些理念都可以归结为两个概念：建立社区意识和生态实践的发展^[3]。

新都市主义主要推广机构为成立于1993年的新都市主义协会（The Congress for the New Urbanism, CNU）。该协会编有《新都市主义宪章》（Charter of the New Urbanism）。

在1950年代之前，城市通常在可从市中心步行到的范围内发展，而且商店比邻住家。随著大众运输系统的演进，城市的范围逐渐沿著系统线路向外延伸，发展出了有轨电车郊区（英语：Streetcar_suburb）等市郊社区。然而在汽车普及以后，城市的设计发展开始专注于满足汽车的需求^[4]。以美国而言，因为道路不断地向郊外延伸，使得都市的发展也向郊区蔓延，低密度单户独立式的街区无序地扩张。且因为都市计画法规的制定与实施，分隔了住宅区与工商业发展区域，上班路途的遥远和经济活动的物理隔阂使得民众不得不依赖小汽车，这更让汽车的地位变得不可或缺，甚至产生了大众运输亏损、交通壅挤、侵蚀开放空间、污染空气等都市发展的问题^[5]。

在1960年代简·雅各布斯、文森特·史考利（英语：Vincent_Scully）等人开始探讨都市过度现代化所产生的问题，简·雅各布斯在1961年于专书《美国大城市的死与生》中提到，“步行”是人们最常使用的方式，应该注重土地的混合使用和人行步道的舒适性与安全性^[6]。同时，法国建筑师索瓦·斯波里（法语：FrançoisSpoerry）也提出了“软建筑”的概念，并应用于法国的格里莫港（法语：Port_Grimaud），取得了相当的成功。

上述学者在1960年代各自提出了他们的理念后，新都市主义的概念在1970年代逐渐成型，其中包括莱昂·克里尔（英语：Léon_Krier）提出的“欧洲”城市重建的城市愿景和理论模型，以及克里斯托佛·亚历山大的模式语言理论（英语：Pattern_language）。“新都市主义”一词在1980年代中期出现^[7]^[8]。但直到1990年代初期“新都市主义”才获当作普遍的学术名词使用^[9]。

1991年，加州沙加缅度的一个非营利公民团体，地方政府委员会（英语：Local Government Commission (Sacramento, California)），邀请彼得·卡尔索普、安德鲁·杜安尼等建筑师制定一套社区规划的原则，因为会议举行地点位于阿赫瓦尼酒店，因此这套原则也称为“阿赫瓦尼原则”^[10]。彼得·卡尔索普、安德鲁·杜安尼、伊丽莎白·普雷特-兹伯格（英语：Elizabeth Plater-Zyberk）、伊丽莎白·穆勒（Elizabeth Moule）等建筑师在1993年于芝加哥成立了新都市主义协会，希望能突破二战以来都市无止境扩展的囹圄，创造多样化、人性化、紧凑、混合的邻里社区^[11]，1996年的CNU第四次大会中提出了《新都市主义宪章》^[12]。

2009年CNU创始人其中的伊丽莎白·穆勒、汉克·迪特马尔（Hank Dittmar）和Stefanos Polyzoides提出了“可持续的建筑和城市计划”解释新都市主义和可持续发展的关系^[13]。

新都市主义希望能够回复传统的都市型态，并设想了一个以铁路车站为中心沿周围向外发展出商业区与住宅区的都市模型。为了解决过度依赖小汽车的问题，都市构造以铁路或公车等大众运输作为基础。在美国的波特兰市等地，实施了包含“以铁路车站为中心泊车转乘”在内的许多计划^[14]。

新都市主义者希望能改善与土地使用相关的各种方面，不仅影响各行政区的都市计划，更能渗透到街区层级的都市计划或设计。透过都市开发、都市再开发或是都市再生等方法，冀望缩短都市内商业区与住宅区的距离到人们可方便到达的程度。并且注重自行车与大众运输的发展^[15]。

有许多的专有名词或概念与新都市主义相近或与之重复。新传统发展（Neotraditional Development）^[16]、传统邻里社区设计或新传统设计（Neotraditional neighborhood design）^[17]的概念通常和新都市主义有关，这三种设计手法指的是以传统建筑风格与都市风貌建造完整的新城镇或新社区，而不是规模较小的填入式发展或再开发。而在美国发展新都市主义的同时，欧洲地区提倡的紧凑都市其概念也与新都市主义类似。传统都市主义（Traditional Urbanism）这个术语也被反感“新”这个字的学者用来描述新都市主义的概念。也有学者认为应使用人行都市主义（Walkable Urbanism）这个词汇来取代新都市主义^[18]。空间工作者（Placemaking）则用来泛指研究新都市主义的群体。公共交通导向型开发（Transit-Oriented Development）有时也认为由新都市主义提议者彼得·卡尔索普所提出^[19]。

美国的一名记者亚历克斯·马歇尔（英语：Alex_Marshall_(journalist)）在1996年于大都会杂志（英语：Metropolis_(architecture_magazine)）发表的一篇文章中谴责新都市主义是“一场大骗局”^[20]，他认为新都市主义本质上是一个营销计划，以重新包装传统郊区蔓延背后的怀旧概念和空洞口号^[21]。反对新都市主义的人认为，透过混合社区内居民的收入来解决都市问题的方法缺乏统计证据^[22]。虽然有些研究指出混合社区内的收入发展可以解决贫困的问题^[23]^[24]，但也有部分研究不认同这样的观点^[25]。

不同于上述的意见，有些人反对新都市主义的原因是因为新都市主义不够激进，无法促进步行、自行车或大众运输的发展。他们认为应该完全禁止汽车进入社区内，米高·亚瑟提出新徒步主义（New Pedestrianism），通过发展行人专用道路来进一步提升行人的地位。史蒂芬·米莉亚（Steve Melia）则提出了街区渗透率（英语：Permeability_(spatial_and_transport_planning)）的概念，限制汽车的方便性，并且提升行人和自行车路网的连通性，让行人和自行车比汽车更具有时间和便利优势，且保持了囊底路提升社区治安的能力^[26]。
