唐太宗贞观十九年（645年）唐太宗征讨高句丽，夺得辽东城、盖牟城、白岩城，以辽东城为辽州、盖牟城为盖州、白岩城为岩州。辽州治所在辽东城（今辽宁省辽阳市文圣区），属营州都督府。十月，唐军撤退，三州百姓内迁，辽州被废除。唐高宗总章元年（668年），唐朝灭亡高句丽，辽东城改为辽城州都督府。
