新垣衍为魏国客将军。赵国在长平之战惨败后，赵国首都邯郸被秦国的军队围攻，魏安釐王派遣新垣衍进入邯郸，游说平原君，劝平原君说服赵王尊秦王为帝。鲁仲连知道此事，便请平原君安排他与新垣衍会面，并成功地说服新垣衍，使得新垣衍放弃了他原来的意见。[1][2]
