刘桂文（1842年—？），号云坳[1]，四川省成都府双流县人，清朝政治人物、进士出身。父刘沅。子刘咸荥(字豫波，1857-1949)等。
同治三年，乡试中举。光绪三年，会试中试。光绪六年，登进士，改庶吉士。光绪九年，授翰林院编修。光绪十二年，任国史馆协修官[2]。光绪十七年，任山东道监察御史。光绪二十年，改陕西道监察御史。次年，升任掌福建道监察御史、掌河南道监察御史[3]。光绪二十二年，任广西梧州府知府[4]。
